You accessed updates and security, found a reset choice, selected remove and clean for formatting via the window, but it only reached 33% and continues loading.

You may have to enter the BIOS and pick USB as the initial boot option. Yes, it will reinstall completely, erasing everything, yet it seems like you've already reset it.

It won’t damage it, though it will erase it. How much time have you been holding back? This device is brand new—do you have any information about the files you want to keep?

It seems you're estimating a time frame. About an hour and a half to two hours is roughly what I'd expect.
