I didn't grasp anything clearly, so I didn't interact with anything. I observed the maximum voltage in BIOS was 1.5V, but it's currently 0.93 here.

Suggest using the basic view with manual controls. Input voltage and frequency, starting at 1.2v and 4ghz to check temperatures.

Wow, the temperature is really high—95°C is extreme. I’d probably look at other factors first before adjusting the voltage. My 3800X hasn’t reached that high yet, has it?

Additionally, I prefer not to cancel the warranty, which makes me think PBO isn't a good option.

It seems your PC case might be the issue. From what I recall, when you play Apex, your Ryzen 5 3600 temperature climbs to over 90°C. After switching cases, it drops to around 70°C or less.
