I'm unsure about this, I've never heard of a limit on speed in MHz. It seems to affect performance with specific items but doesn't seem to influence the system's overall MHz rating. The amount of paging file space, like for games, can cause delays or slowdowns. I'd try varying the pagefile size and observe any changes.
