The main distinction I observed was the inclusion of Optane memory with the i5+8400. Does Optane impose any restrictions on the amount of RAM it can utilize? Or is there another factor at play? Avoid it? Try ImTool ramdisk or similar, then downloads speed up significantly. Your RAM gets utilized. Want extra space? Simply turn off the ramdisk whenever needed.
