I realized you can bypass the sync entirely. As @revsilverspine noted, Microsoft is providing Forza Motorsport 6: Apex as a free Windows 10 download. I don’t want to connect my local account to an online one, and I’m not sure what my online account should control. To my surprise, during the final game install stage there was an option to just “log in to the app only.” I chose that and successfully avoided linking my local account. Thankfully! But if most people here assume everything must be linked, it seems MSFT made this change recently.
