I tried using Family sharing—it didn’t work well. He could play my games while I couldn’t. Regarding login, sending an email to Steam might help. Do you have any PayPal or credit card receipts to confirm the account?

You or your sibling will need to sign in with the account you wish to play from and give permission for sharing. After your sibling’s account lets you into his library, you’ll be able to view most of his games (varies by library).

He needs to get approval from your account while he's using that computer.

In reality, I faced the same issue too. I couldn’t play his game, but he could mine it. Regarding the login, no—there’s none. I never had the account, so nothing to show. Only five wins in a giveaway, including PAYDAY 2.

Check your post carefully. You already have one PC authorized. Just need to set up authorization in his settings. You handled it the other way around.

He isn't able to access that account because he lost both the password and the email address.

It wasn't clear from the context how he accessed the games despite not logging in.

This was a long time ago, when he understood his ID and his account name is Pensils.
