I'm facing an unusual issue where my PC starts taking over a minute to load after turning it on. I've included a video for clearer assistance. Your system specs are: MSI B450 TOMAHAWK MAX RYZEN 3800x RTX 3070 Ti with 2x 8GB 3200Mhz RAM.

Have you experimented with relocating RAM modules to different ports or testing one stick at a time? Updated: noticed it toggles between VGA and CPU indicators. Consider swapping the GPU to another socket for verification.

Check if your BIOS is up to date for both the GPU and motherboard.

It performs the same action after a reboot, but Fastboot configuration during shutdown might cause issues.

It doesn't function this way unless I power it off and on again.

Open the help section for Windows 10. Look for instructions on disabling fast startup. Click "Choose what the power," then turn on fast startup to see if it works.

It might be that the CMOS battery has run out of power. These batteries typically last about a decade, though it's hard to say for sure.
