I'm keen on the game but finding its layout confusing makes it hard to enjoy. Here are my concerns: Is everything hosted on a single server? Does it support multiplayer? What's included in the starter pack? Essentially, what's the cheapest entry point? When is the release expected? Are there any games I can jump into immediately? Are the planets randomly placed? Can my 980ti and 6800K maintain 60FPS+? Is VR available?

The project hasn't been released yet. It's considered the largest funding scam in gaming history, with opinions suggesting it might never launch. Currently, it can be played in a very restricted alpha version.

I believe there are more than one server, identified by location such as North America, Asia, etc. Multiplayer options exist for ship PVP or ground combat PVP. The Warbond Aurora starter pack is the cheapset option, and this ship is currently being updated. The release date remains uncertain. Currently, the game offers limited content, mainly a few missions in the public universe where you fly around shooting enemy ships. You’ll experience 60 fps in Star Marine and Arena Commander. VR support is expected soon.

It mentions that no official launch date has been announced. The only updates are roadmaps and the upcoming 3.0 version featuring planetary landing, expected soon.

Their terms state that any anticipated release date isn't fixed, as it could be delayed further. This applies to refunds and is relevant here. They've already adjusted the timeline four times since beginning the project.

The release calendar for 2017 included just two entries, one for Star Citizen and another for Squadron 42—likely not very detailed. They had already defined the full feature list for Star Citizen up to version 4.3, and with their current pace we could expect a 5.0 update (beta, all features active) by 2020. We haven’t heard much about Squadron 42 yet, but we anticipate their first episode at Citizen Con in October 2017. The 1440p setting should run smoothly at 60 frames per second. Remember, the present version isn’t fully optimized and performance depends on your network speed. A yellow banner at the top of the RSI site directs you to a beginner’s page with options for the two cheapest starter packs—available only for Star Citizen. Squadron 42 requires an additional $15 (VAT applies outside the USA).
