Check your temps that thing is probably running at max temps and thus going very slow. Tell us your temps after 5 minutes of gaming. Use openhardwaremonitor or something and report the max temps of cpu and gpu. Are those 2 sticks of 8gb of ram. Might also just be a software issue. It's a new pc. That wont be the issue. iobit software is also not recommended to use due to previous scamming practices and the way they hard modify files and registery causing to many issues. There is no need for an upgrade. The 5800x3d is a great cpu. 2070 plenty good. Op is just getting stuttering which is a minor issue somewhere as this system shouldn't do that as is.

You don’t require quicker RAM. CPU temperatures are elevated but not fully reaching maximum for the X3D. Start by testing the Ethernet connection first, then consider updating and reinstalling your graphics driver.
