I'm writing this because I'm confused about what it might be. Recently, in some games (like Gta Online, CS2, Red Dead Online) I've observed micro-stutter for the first time. For instance, I usually see a steady 82 frames, but suddenly they drop to something like 80 or 78 for a second, making the screen show micro-stutter. I don't understand why this started after I turned off DLDSR in NVIDIA and then switched back to the resolution. It might be related to a broken setting in Windows. (I remember that the night before it happened, I only changed NVIDIA DLDSR and reset the router because Norton said my DNS was hijacked.)

I've tried almost everything: SFC, DDU, adjusting system settings (including game mode), checking internet connection, disabling auto-tuning in NVIDIA, etc.

My specs are:
Motherboard: ASUS ROG Strix B760G Gaming DDR4
CPU: i5-13600K
GPU: RTX 4070 Ti Super
PSU: MSI MAG A750GL PCIe5
RAM: Corsair 32 GB 3200MHz Vengeance

Remove Norton to check if the system becomes stable.
(Utilize Windows Defender/security features.)
Hard drive(s): type, brand, size, current usage?

does it occur without an internet connection too?
reinstall windows just in case it’s infected or damaged

Really, when I tested GTA singleplayer (and also RDR 2 singleplayer, it's likely the most challenging game I've had), it didn't happen. But once I switched to GTA Online, it did right away. In Online play, there can be stutters every few seconds at the start, and sometimes even for five minutes.

Open Task Manager via the Performance tab and Resource Monitor starting with Overview. Run as administrator.
Utilize the visual graphs; adjustments might be clearer.
Employ both utilities but use only one at a time.
Maintain the tool windows visible while playing.
The goal is to detect shifts in resource usage during microstutter events.
Identify which resource changed, the extent of the change, and which resource was active then.
Reassess any observed variations.
Take your time and observe closely.
Be aware that certain gameplay moments may trigger stutters.
Repeat the process to confirm the connection.

then it could be:
a problem with the server you're connected to while playing
or
your firewall isn't configured properly or the network is public rather than private
or
your internet connection isn't reliable or is too slow
or
are you streaming or recording during gameplay?

I spent a lot of time checking the task manager, CPU, GPU, and RAM, everything seemed normal, but Ethernet looked...odd? (on the screenshots it shows RDR 2 online while experiencing stutter from 82 to 78 for a second)
