I prefer putting my games on a second hard drive instead of reinstalling them every time. I have one main SSD for my operating system and two more big storage drives, each holding my Steam library. When I want to start fresh, I just erase the OS drive, launch Steam again, and tell it where to find the game files on the other drives. Usually, Steam figures out that those games are already there and skips the download step.

STATUS UPDATE: I did fresh install of Windows, problem is still there, now im 100% sure this is about RAM or at least i hope because if not i dont know what could cause this
