Sudden framedrops in Grand Theft Auto V

Hi,
I notice occasional spikes in frame time reaching up to 500ms in GTA V. I've checked the game files, moved the installer, and reinstalled drivers using DDU, but the problem persists. It happened before and then disappeared, but it's reappearing now. I'm unsure what to do next and don't have issues with other games. My system has an RX 570 and a 10900KF.

I could think the problem might lie with the RX580 and its driver.
I’m unsure how drivers improve performance, but there might be a setting in their app for GTA V.

Are there any updates for GTA V? Issues with one game point to a bug.
Could there be a problem with your system?
Check if your CPU is throttling.
High temperatures detected—monitor Hwmonitor. A max of 100°C indicates throttling.

It’s not throttling, it stays under 55C in every game. It’s strange, I faced this issue 5 months ago and suddenly it reappeared. Would a fresh Windows installation help? I was thinking about it soon.
