Maybe. Usually cpu usage increases with more fps as the cpu needs to pre-render more. Anyway, yeah i was going to suggest Afterburner but you're already using it. It's a weird issue i can't understand, hopefully you find out soon.

For processors like an i3/i5/i7 or 2200g/2400g featuring a built-in graphics chip that isn’t being utilized for high-resolution rendering, DirectX allows you to select your rendering hardware. Verify that your video cable is plugged into the graphics card and avoid using the motherboard connection.
