Maybe. Usually cpu usage increases with more fps as the cpu needs to pre-render more. Anyway, yeah i was going to suggest Afterburner but you're already using it. It's a weird issue i can't understand, hopefully you find out soon.

If a game utilizes solely the DirectX 12 Application Programming Interface (API), then that’s the only API it can leverage, as DirectX 11 lacks compatibility with its specific instruction sets. Which game are you referring to? Many games provide adjustable settings within their graphics options.

So the thing is when i play BF5 in DX12 my gpu is at 7% and my cpu is at 70% but when I change to DX11 my gpu is at a 100% and my cpu is at 60% (R5 2600 4.1GHZ, 1060 6gb DX 12), and I am getting way better fps in DX11, so I was wondering if I could change games that has dx 12 but no options to change it to DX11 to Dx11 and then get the performance boost from it. no particular game in mind.

There isn’t currently any game that exclusively utilizes DirectX 12; such titles typically don't run as effectively. Battlefield V is an anomaly due to its high demands, however, your graphics card utilization indicates a different issue. While DirectX 12 can create increased strain and higher GPU usage, it wouldn’t completely disable a graphics card.

Attempt reinstalling your Nvidia drivers from GeForce.com. If you're utilizing GeForce Experience for game optimization, manually adjust the settings after letting it revert to default configurations. GeForce Experience frequently causes difficulties, and I discontinued its use many years ago.

What's your frame rate when the GPU usage is only 7 percent?
I don’t know why DX12 might lead to low GPU utilization; I apologize, it’s surprising to me.

performance is approximately 80 frames per second at 7% load, however, when running at maximum settings with DirectX 11, it reaches 100% utilization at 90-100 fps.

There appears to be an issue. What methods are you employing to track GPU utilization? A 7% reading seems extremely low, and I anticipated a significantly reduced frame rate.
