Set up msi afterburner to show you the FPS/ms as a graph while gaming,so we can figure out if it's the game or something with your monitor.
Also yes what is your monitor.

Go to settings,
tab to monitoring,
find frametime and check it,
underneath tik the show in on-screen display
and next to this choose graph.

Here’s a revised version of the text, aiming for clarity and flow while retaining the original meaning:

“The system’s performance is being hampered by inconsistent CPU usage – often exceeding what’s expected for graphical tasks. Even when GPU utilization isn't spiking due to frame rate fluctuations, I’m still experiencing choppy frames or micro-stutters. It’s as if the processing power isn’t efficiently allocated, leading to a jarring visual experience.”

“I’m experiencing stuttering in my game at both 1080p and 1440p with high settings. Initially, I was getting better performance at 1440p, but it still had some occasional hiccups. My concern is that my CPU might be the bottleneck, as it's significantly less powerful than my GPU. I’m running the game at 1080p and experiencing issues, even with the higher resolution settings. Could this be due to a CPU limitation?”
