My PC is consistently experiencing frustrating stutters and FPS drops, regardless of the game or settings I use. The problem seems to appear intermittently, often during intense gameplay moments, and it’s impacting my overall gaming experience significantly. I've tried numerous troubleshooting steps, including updating drivers, reinstalling games, adjusting power plans, and even performing a clean operating system install, but the issue persists. My GPU clock is particularly unstable, spiking dramatically and then plummeting unexpectedly, even during demanding scenes. While my CPU and RAM temperatures remain within acceptable limits, the inconsistent performance is causing noticeable stutters and impacting frame rates. I've run diagnostics to rule out hardware failures, but everything appears to be functioning correctly according to those tests. My UserBenchmark score also indicates that both my CPU and GPU are underperforming, which adds to my confusion about the root cause of this issue.

Malware scan comes up clean. Temps are around 40's to 50's for both

To be fair no I didn't do a clean run.
I know that it's a better investment for 1440p and 4k but I wanted it for future proofing and if I wanted to change my build in the future and not need to buy another GPU because of that upgrade. That's also why I have the i9 so that there wouldn't be a CPU limitation. This problem started on my old build randomly. I think Windows might've installed an update at one point. I was running a 1080 and a i7 8700k. Until that update or whatever it was, everything was fine. I don't think it's a hardware issue since this is a completely new build. Only thing kept from the old build was the SSD, and I even took another SSD that I had and installed a fresh copy of Windows 10 to test. The issue persisted.

I know that it's a better investment for 1440p and 4k but I wanted it for future proofing and if I wanted to change my build in the future and not need to buy another GPU because of that upgrade. Afterburner allows you to monitor each CPU core individually? When I used it I never saw that setting.
Both are off. My Bios and all my drivers are up to date. PSU: Corsair AX1600i brand new

Go to Settings > Monitoring. Under 'Active hardware monitoring graphs', Look for, and check CPU1usage-CPU16usage. You might want to uncheck some of the other graphs, because the addition of 16 more graphs is going to look cluttered.
You can also change the number of graph columns there as well.
Then play your games and check from time to time what's happening to the threads.

I think an update's gonna have to wait another day. I decided to update my GPU drivers before running tests (huge mistake). Now my computer chuggs in windows period. I wanna open the start menu (chuggs), open another window (chuggs), open a new tab in chrome (chuggs). Rolled back and the chugging still happens. I'm just gonna go put my head through a wall -_-. Probs gonna nuke W10 and install fresh cuz now IDK what borked from just updating my GPU drivers. Also Chrome's using more of my CPU now. Just opening a new tab will make my CPU utilization spike, I'm talking like from 20% to 50% or more.
