I experienced performance issues after upgrading from a previous Windows version to 1809. The problems manifested primarily in fullscreen mode, resulting in significant FPS drops and stuttering during mouse movement. These issues were not present in borderless or windowed modes. My primary monitor (G-sync) was a 1920x1080 144Hz display, while the other two monitors were standard 1920x1080 displays. When running a game fullscreen, the background of my secondary monitor appeared on my third monitor, triggering stuttering. Switching to borderless or windowed mode resolved these issues. My system includes an RTX 2080 Ti graphics card, an i7 8700k processor, 16GB of RAM, and a setup utilizing three monitors. I tested with a Logitech basic mouse as well.

SOLVED
The issue was solved by removing "game Bar" from the system, while also checking the "Don't optimize fullscreen" in the properties-compatibility menu for the games that stutter.

trust me this works...
Just set your game on highest resolution given ( or near to your screen resolution)..and it will run good (in the cost of some fps tho..)
