I'm not very experienced with Intel CPUs, but I think dual channel or quicker RAM doesn't have as big a impact on performance as it does with Ryzen.

Could it be that the motherboard's chipset is somewhat outdated? The CPU only functions properly after an update.

What other titles are causing stuttering? Assassins Creed Odyssey often experiences stuttering on many PCs during intense sections, which is typical for the game. The video you shared highlights a CPU limitation around the 1:30 minute point, likely due to Odyssey. Origins also suffers from this issue.

What is the model and brand of your display? Have you experimented with DDU to fully clear all drivers and then reinstall the latest ones from NVIDIA?
