I possess a Ryzen 5 7600 for my processor and a 6700xt for my graphics card. After installing a Windows update, my games are experiencing stuttering issues. I performed a dust cleanup on my PC, but since it's relatively new, the problem might not be dust. The main concern is that when I used AMD Adrenalin to check CPU temperatures, it displayed 0°C while actual usage was near 30% during web browsing. Could this indicate an issue with the CPU cooling system or another factor? Your guidance would be greatly appreciated.

It’s unusual at 0 degrees Celsius. What cooler method are you employing? Beyond that, consider performing a Disk Clean-Up, executing "sfc /scannow" in Command Prompt, and enabling Windows Update (along with any GPU driver software). If these steps fail, a complete reinstall might be necessary.

You're running the stock cooler and have refreshed the GPU drivers via Adrenalin. It's unclear whether those steps contributed to your issue.

It was just one issue, but it didn’t resolve the problem. It’s really annoying not being able to use anything.

Windows update probably caused an issue... remove DDU entirely and then install a fresh AMD driver from their site.
