I discovered some details about my friend's PC regarding his GTX 1070 gaming setup. His HDD usage is extremely high, often reaching 95-100% in Task Manager. Are you using a HDD as well? Are you facing the same problem? I'm not talking about loading screens, but about stuttering during gameplay. He has an SSD, which usually runs about five times faster than a HDD, yet he only sees 1-3% usage while I experience 100%. Even with a relatively fast hard drive, it's still noticeable. What's interesting is that his older GPU, the R9 280X, never had stuttering issues with the same drive.
I'm not entirely clear on the reasons behind those spikes, but it seems connected to how often the hard drive is used. In your friend's situation, the issue occurs even when playing games, with the drive running at full capacity all the time.
It doesn't look typical unless the game is extremely unoptimized. The titles I tried—Arkham Knight, CSGO, Battlefield 1, and Dragon Age Inquisition—used less than 5% SSD usage, except during loading screens. Mostly under 2% overall. Running on an i7 6700K with R9 290 on a Samsung 850 EVO 250GB drive is unusual for gaming performance.
