CPU functions properly with that RAM. Make sure to verify your cooler or reinstall the CPU.

Check if your CPU temperatures are within normal ranges. If they're good, this could be a strong candidate for the latest Windows update.

not the initial setup problem only occurred after installing the new CPU, i didn't alter any drivers. I removed my previous CPU and installed the new one, and temperatures are normal. The 360mm AIO cooler is working well.

After trying all possible solutions, I suggest a new Windows 10 installation to check if it resolves the issue.
