Stuck at Waiting for Download ?

Hi. I im having really bad issues right now with my new graphics card and i needed to windows updates and it seems i cant do Windows Update 1607. I froze the updates for a while and unfroze it today and it did rest of the updates beside this. I tried resetting by removing download files from windows , its starts downloading and downloads something really fast and bam stuck at %31 percent again. I am going crazy right now guys , windows new 300 euro graphics card problems health problems irl + going crazy right now Waiting for your help.
