I achieved 4.7ghz with 3.8 uncore at 1.32vcore stable, but struggled to reach 4.8 with a 1.35vcore, which is the safe limit for my 4690k. Could there be a way to improve stability? Temperatures are around the low 70s on p95, so that isn't the main concern. I have an ASRock Z97 Pro3 motherboard.
At some stage, a significant improvement in VCORE will be necessary to achieve a modest increase in clock speed, and it seems you're reaching that limit. If you truly aim for faster speeds, you can raise the BCLK gradually.
You also possess a modest budget board for overclocking 4 power phases; I wouldn't attempt to push it too far. Certain chips perform better naturally, regardless of adjustments.
