Is the game completely installed, since it appears you can play it while downloading (it reaches about 39% and becomes usable)? Are your CPU and GPU temperatures normal? Run MSI Afterburner to check if either is at maximum usage or if the temperatures are unusually high.

I don't think the temperatures are unusually high, but the page file consumption seems quite high. That wouldn't be normal since afterburner indicates I'm using just 6.2 GB out of 8, leaving only 1.8 GB remaining.

Pagefile usage always reports high in MSI Afterburner for me. I think mine was showing about 20GB pagefile usage, even though I was well below the 16GB RAM of my system. Mainly just the RAM usage (6204MB) that you should pay attention to. That looks normal and doesn't look like you're running in to any issues with RAM.
Temps look fine. Not CPU throttling. GPU is under load like you would expect...
Does look like you're maxing out on VRAM on the graphics card though. Showing 1920MB of VRAM usage on the GPU (2GB card). That's at 1920x1080 judging by the screenshot size... What is your VRAM usage if you set to 1600x900 resolution?

Yeah, it was 1080p. I’m seeing higher FPS during training in the lobby, which explains why it’s running at 60fps now. It’s still at 900p.

I'm not sure, but my thought is about VRAM. It could be the lowest you can get with that GPU. Others might have ideas or see something I'm missing.

All your videos use CPUs with higher clock speeds (3.2-4.2GHz) versus your Xeon. Keep in mind that with games, the developer chooses optimization and specs, and if they prioritize high clockspeed over multicore performance, it could cause issues.
