It's unusual after the latest update, as my FPS increased a lot and my i7 performed better than before. The GPU clock speed seems fine, but I'm curious about the overall GPU usage.

According to what I heard, Dota has a certain FPS cap. Possibly that's the main thing. Also, I don't believe you need top FPS in Dota—actually, I played with integrated graphics too, though it wasn't great, but it didn't really affect my gameplay.

Normal GPU activity stays between 30-50% since settings are low, while peak usage reaches about 90% under maximum settings

It's accurate, the i5 4670K delivers roughly 90 to 120 FPS under those conditions, while the i7 4790K achieves around 160 to 170 FPS with the same settings.
