Stress Testing my PC

I'm using Prime95 for my stress test and I selected the Blend option in the Torture Test. During about 30 minutes, my CPU usage stayed mostly between 95-99%, even though the total combined program usage reached 100%. Is this acceptable since I heard it should be at 100%? Also, I'm new to PCs and just built my first one.

Edit: I have 16 GB of RAM and only run two windows during the test.

I also have a few more questions:
- Can I perform a stress test without using a GPU and just check my CPU performance?
- Is it safe to run the stress test overnight or for a few hours?
