He runs on a dual-core Athlon processor, so don't push the bitrate higher. A 1mbps increase works fine for 720/30fps and he's achieving around 480/25fps. Reducing the bitrate will ease the load on his CPU.

I would aim for a bitrate that’s just right, avoiding low values unless necessary. If OBS doesn’t indicate high CPU encoding, I’d lower the setting slightly to prevent frame drops while keeping performance stable.

He relies on NEVC encoding running on his GPU, not his CPU. Even with a relatively slow CPU, this approach shouldn't significantly affect performance.
