Speedtest.net doesn't guarantee identical speeds across all servers. Certain providers may limit bandwidth for services such as Steam and Netflix.

I reside in Belgium and my internet service is provided by Telenet. Unclear if this refers to your situation.

It might have been a slow connection somewhere along the route between Valve and you. Probably the ISP is the problem if the rest of the process was fast, or it could be an issue directly with Valve sending the files more quickly.
