It depends on your needs. The E5-2670 V3 is a powerful GPU suitable for demanding tasks like gaming and content creation, but ensure your system has enough RAM, storage, and cooling to handle its workload.

-Shifted focus to CPUs, motherboards, and memory. It could function, though cheaper options might exist for building a streaming PC.

You're right to consider that. It might seem excessive at first glance.

I'm considering purchasing it from someone who has a mobile GPU for $350 CAD. I was thinking about getting a Ryzen 6 or 8 core, but Ninja has a 14-core processor, which I feel might be excessive. Shroud offers a 10-core CPU instead.

You ran a test on your PC with a Ryzen 7 1800X and noticed some lag when using it on a slow connection.

However, the specs aren't just about the number of cores. I'd still pick Ryzen if it were me, as it runs much smoother in general tasks and should handle streaming/encoding better thanks to its higher clock speeds.

Consider using vnc or nvenc on a modern processor. This processor might perform better than the one you mentioned. For streaming, a medium setting works well.
