I don't understand why streams and YouTube videos keep lagging (Twitch works just fine). I've tried everything and it still doesn't stop: deleting cache, cookies, updating everything, disabling the built-in Chrome Flash Player, reinstalling programs and drivers. My internet speed is around 26 bits per second, and I think my hardware isn't the issue—CPU AMD FX9370, GPU GTX Gigabyte 970, 8GB Kingston HyperX 2400 MHz, SSD Samsung 840 Pro, Asus Sabertooth 990, FX mainboard.

Occasionally everything functions smoothly but the video lags quickly, and at times I struggle to view anything beyond 480p.
