On my Synology NAS, the VPN in the network DSM is always active. When streaming a local file from the NAS on my PC using Plex, even though it's a home network file, does having the VPN on mean the PC has to go through the VPN server outside my house before returning to the NAS? This is important because my ISP has a data cap, and I want to avoid using up my data when playing files from the NAS.

The information flows beyond the VPN during local network access. Typically, VPNs exclude local devices, though you can verify this by reviewing your WAN usage on the router.
