When I move in-game my stream becomes blurry. There are no dropped frames or FPS drops. My bitrate is set to 5000. In Fortnite even walking makes it blurry, but standing still works fine. Details: i9-9900k, 2080 8GB, 32GB RAM 3000Mhz, MOBO Asus Prime Z390-A, Internet speed 300DOWN, 14UPLOAD. Streamlabs settings use x264 at 5000Bitrate with CBR rate control and Faster CPU usage preset. Video resolution is base 1920x1080 to output 1280x720. LANCZOS uses 32 samples. FPS is 60. Fortnite settings are 1920x1080, FPS capped at 240hz due to monitor. All other settings are on low except View Distance (Epic). Thanks for the assistance!

Thats usually a problem from to low of a bitrate, but you have a good bitrate value. Does your FPS values dip in OBS at all? There is a problem with GPU usage in OBS when you get above 85-90% used OBS isnt allocated GPU space properly and starts to drop behind and drops your FPS significantly for the stream.

If you're referring to dropping FPS on OBS, then there are no frames lost entirely. I didn't verify the GPU usage, but I think it's likely affecting performance somewhere.

FPS limits in Fortnite? If that's the case, I've adjusted them earlier, though a friend suggested removing those caps for better performance.

It won't appear as dropped frames. Check the FPS display in OBS; it should remain steady at 60, though you might notice fluctuations due to the GPU allocation issue.

Yeah, that never stops working no matter what game I'm playing, except for Rainbow Six Siege or something even wilder. But not in Fortnite.
