I recently assembled a new PC to begin streaming. I started by testing it with Fallout 4, but it frequently skips frames. I’m uncertain if the settings are incorrect, though Stream Labs reports CPU usage stays under 65% and the issue persists. I’ve adjusted the bitrate quality multiple times without success. Any advice or suggestions would be greatly appreciated. The old PC performed perfectly for streaming. Thank you for reading.

I don't have access to your current IPS upload speed, bitrate, or output resolution settings. Please check your device or service settings for this information.

My IPS is 11.5 Upload, yet I hadn't encountered any issues before on my previous computer, so I assumed it wasn't a significant problem.

It's not something I've directly experienced, but my reasoning is that Windows 10 lacks the suitable scheduler for E and P cores.
