Apex Legends, 1920x1080 resolution, Low texture settings, 144fps in-game, AMD Vega 56 8GB RAM, 16GB RAM, 11.5mb/sec net upload speed. Streaming via Streamlabs OBS. Experiencing severe blurriness and quality degradation during combat. PC specs: i7-9700k, external monitor is working perfectly fine. I’ve tried all available tutorials without success. The issue appears to be related to the stream itself when engaging in combat. I'm completely stumped.

No need to guess at what the real time FPS is. Just use MSI Afterburner and set it to show stats onscreen whilst playing.

Agreed that expecting to be able to stream at super high refresh is not realistic. It's one thing to game at that refresh, quite another to stream at it. Also, your up speed should be good enough to set your stream bitrate at 6000 if you aren't.

Again, what stream bitrate setting are you using?
Keep in mind too, even if only using 144 for game and 60 for stream, there's going to be more load on your PC while streaming. Even if you're using the CPU to stream like most do (to make it easier for the GPU to render), you may still be gaming at lower than 144 FPS. If that's the case I would cap the frame rate to that of your average FPS.

It seems like a bit too much, and probably not stable for my current needs. I was looking for something more reliable and less laggy – perhaps around 60-80fps would be ideal to maintain the accuracy I need in intense battles. It's also important to have consistent bandwidth, so maybe focusing on a stable connection rather than pushing for max FPS is a better approach.

Are you on shared or capped bandwidth regarding your ISP? If your average at the hours you're playing can dip below 12Mb up, you may be better off using 5000 bitrate.
Also, I can't answer the FPS question until I know what you're averaging in game. Like I said, just cap it yo your average. A lot of people with 144Hz monitors don't have the GPU required to stream at 144 FPS. I don't recall you even saying what games you're streaming.
