If the cupboard sides are open, I’d simply add one inlet and one outlet unless you lack the largest components.

Managing cooling for a cupboard presents some challenges. Even a box with just one open side can be tough. Most of my PCs are stored in under-desk cabinets, which often leads to dealing with hot air buildup. You’ll need to create a system that brings in cool air from the bottom and expels warm air from the top or vice versa. Consider directing cool air downwards and pushing hot air upwards. A simpler option might be purchasing an external water cooling tower. This requires setting up water flow paths outside the cabinet to connect with the radiator and pump inside.

I noticed an open side of the cupboard. I was considering a fan at the top and another at the bottom blowing.

When one side is exposed and you're considering adding holes to the cupboard, placing a single opening at the back for ventilation should work. The PC should handle airflow coming in from the front of the open cupboard. This should prevent issues with incoming air and help achieve your goal.
