Use the disk section in the command line. Choose disk 3, then enter clean.

All things seem to merge into one. Clicking the adjacent buttons displays the help context menu. Formatting via the Windows file manager doesn’t work—seems the drive is protected. The USB stick lacks visible controls.

Consider using diskpart according to @Electronics Wizardy's advice, or start with a Linux live USB and employ gparted, which is my usual method for recreating the GPT partition table to erase the drive. It’s also conceivable it may have become read-only due to a malfunction.

Diskpart functioned smoothly. It seems installing multiple operating systems and copying a failing drive might have triggered these problems.

It seems the drive could be damaged. (They’re essentially temporary items.) If you’re unlucky, it’s likely just a bad partition table and the memory is okay. You might attempt using diskpart to wipe all partitions (remove everything). This could potentially recover the drive, but if it works, I advise you not to store any critical data on it.

He resolved the issue. I'm almost certain I altered Windows' reading capability by creating Linux images and deploying them on a Linux server.
