When the remaining two sticks are present, I still can't access the BIOS to adjust the voltage to 1.4.

The CPU cooler is functioning properly now. The connection wasn’t fully locked in, which likely caused the issue.

Even with the standard options, install all four sticks and see how it goes? Make sure the RAM isn't damaged.

I took out the CMOS battery, reinstalled it, and tried running the system using all four sticks. It still shows nothing on the screen or the keyboard isn’t lighting up. I also turned off the DOCP profile before adding the sticks, but it didn’t make a difference.

From what you shared, it looks like docp isn't compatible with 4 sticks. Now it appears you're having trouble getting the two new sticks to upload. If that's the case, attempt to add them individually. It might be one of them that isn't working.

I tried one at a time and found that only two sticks were functioning while the others worked fine at 3200. It seems I should purchase two new 8GB 3200 sticks.
