Stock cooler fine for OC
I checked whether the stock cooler works well with an Intel i5 4460.
Since I won’t be overclocking much, the stock cooler should be sufficient.

I’d suggest another if you’re interested in overclocking at all. Heat damages CPUs gradually rather than instantly.
If you need your CPU to last longer, invest in a better cooler and then increase turbo slightly.
By overclocking means pushing the CPU beyond its default speeds, which I assume you mean.

To modify a CPU, you must own an unlocked version (Intel CPUs with a 'K' after the name like i5 4690k or i5 6600k). The 4460 cannot be modified.
