Don't worry about the PCI-e gen 3 versus gen 4 distinction. Even with a 3090, the performance gap is about 5 frames per second. I think it becomes noticeable only after a few GPU generations. Both boards perform similarly on the VRM ranking, so pick the one that matches your needs. The main difference between the X570 Tomahawk and B550 Tomahawk was the extra USB 3.2 Gen 1 header on the X570 and built-in WiFi 6 on it.
The X570 isn't a good deal right now, and it seems you might be confusing the specs with the B550. Both models support PCIe 4.0.
