I routinely monitor my computer’s temperatures and usage patterns as a routine. Over the last two days it has remained stuck at 10% during idle, which is puzzling. I’ve refreshed drivers and looked for Windows updates, but that doesn’t resolve it. The Task Manager doesn’t display any issues either, only when the system is idle.

There might be further updates happening behind the scenes. Also, consider turning off the average to observe differences.
