I've faced a comparable challenge and haven't found a resolution. I've navigated the troubleshooting process you mentioned, tried various methods, but nothing seems to work. My setup involves a Netgear modem and router, with Ethernet connections to both my PC and a roommate's machine. I'm attempting to forward specific ports for Call of Duty so the game can connect through my PC. I've set up a static IP and double-checked all configurations. Despite these efforts, I can't successfully port forward any ports.
I've tested multiple routers, different operating systems, and even used OpenWrt on one device, but nothing changed. I've also checked with my ISP—they confirm no blocking or CGNAT issues, and they don't appear to be involved. My firewall is active, and I've confirmed the ports in both my router logs and online port checkers are open.
