run the update command with wuauclt.exe but it may not function on every system, especially with Windows 10 updates arriving soon.

They're not the issue, all my changes aren't working. I'm testing the tool on Windows to check. Updates usually take forever to load on my slow internet.

I pushed the upgrade using the download tool and created a bootable USB drive. The issue is that my Windows 7 key isn’t activating despite the reservation. It could be a development key or I might have swapped my motherboard after reserving. The operating system seems fine, so maybe I should switch back to version 7 temporarily and perform a clean install once I have my new machine built. My 8.1 laptop received a message saying it can upgrade to Windows 10, but it just stays idle with "working on it..."

It should work fine to reinstall Windows 10 on your 8.1 system with the same key you used for DreamSpark.
