Several days ago, I experienced an issue where Steam would not open. Task Manager indicated that Steam was running. I resolved this by terminating all instances of Steam.exe through Task Manager and subsequently reopened Steam, which then loaded successfully.

I experience the same issue with Day of Defeat Source on Steam. I cannot press the xStop button to reset it. Simply open Task Manager in the bottom left (Windows 7) and end the process for ---> hl2.exe (the game stops). Press play again and it works for me. Different games will have different files, so simply keep Task Manager running before you launch the game the first time. Note which process starts up and try ending that process.
Aborting the shutdown process without closing all applications is incorrect. Improper shutdowns can lead to numerous issues. This applies even when using a game console and may result in corrupted Steam files or Windows file systems. Attempting a 'chkdsk' scan and an sfc scan is recommended. If these fail, backing up all data and performing a clean operating system installation may be necessary. Other potential solutions exist, though they are currently unavailable for consideration.
