I suspected corrupted files and attempted to delete all files and reinstall the game, including leaving the uninstall process running for an entire night, but the game still will not launch. The issue remains unresolved, and online searches have been unhelpful.
Open Task Manager, locate rundll32.exe, right-click and end the process. This will unlatch the game. Ensure Steam is up and running while you observe. Why it gets stuck remains a workaround. If the game becomes stuck in this loop, navigate to your Program Files, then Steam\Common, find the game, and launch from the executable within the game folder.
