The Steam client sometimes starts automatically but behaves oddly under certain conditions. It might be stuck due to network issues, especially when switching between WiFi networks or losing connection. The loading window could be a temporary state while the app tries to reconnect. If it doesn’t load properly, closing and reopening it may help. Other apps like Origin, Skype, and Discord usually launch faster because they don’t rely on the same unstable network behavior. This issue seems linked to internet instability rather than a bug in Steam itself.

This is because Steam is a cloud-based application and needs a constant connection to the internet, although this is never more than 900KB/s. It's not downloading, it's waiting for the Steam servers to connect to your home internet. The loading issue you have though is a Steam server bug and is usually solved by ending the task in Task Manager and then re-launching Steam.
