I’m experiencing issues with my Xbox One Elite controller connected via wired mode to my PC while playing games on Steam, such as “God of War” and “Elden Ring.” Occasionally, I notice significant lag spikes. After the spike, I regain control only after a Steam notification appears in the lower-right corner stating “using configuration of … Steam.” Once it works again, it takes about an hour before the problem recurs. After closing a game, the Windows Start menu appears to move in one direction without any issue, even though it seems stuck. My hypothesis is that Windows attempts to use the controller as an input device, Steam takes over again, and then restores the original settings. I’m currently running Windows 10’s latest version.

that's not how controllers work on windows. it's "just" an input device, and steam (or the game) is "just" listening for what that input device does. there's no handoff between windows, steam, and the game.
