I purchased Red Dead Redemption on Steam and I like it. My dad suggested he join in, but prefers using the TV, so can I still stream it from my PC to his LG smart TV with a controller?

Alternatively, you can use a Steam Link or connect to another PC that has Steam installed. I don't know of any TVs that come with an app for Steam.

It performs reasonably on my Apple TV, though responsiveness isn’t quite ideal. I believe the issue lies with the screen rather than the device itself—it’s a budget model, so lag probably stems from the lack of a low-latency game mode, which is present but poorly executed. It’s quite bothersome because my connection is perfect, yet I still can’t feel the control connection. It does work for slower games, which gives me some hope.

Yes, you can configure a custom resolution that exceeds your laptop's screen size and then connect it to a TV via HDMI.

It varies by brand based on what is available. Samsung offers an App store with a Steam Link app, though there may be limited controller support options.
