If you want to access and play your Steam games at a friend's house, you should install both the games and the client on the external hard drive. Saving only the games and files won't allow you to run them properly.

You would need to enter your login details into his Steam client, and then inform the client about the game locations.

Yes, your games with local save files won't be accessible through the Steam client if they're stored elsewhere like C:documents.

If that save point is only on your PC...accessing it from another system can be difficult at the very least, and may not be possible at all.
