If they didn't ask for it, both you and Valve would be violating US tax rules. It applies when you sell 200 items or $10,000 worth of goods. The responsibility falls on the government, not Valve. This is solely for tax enforcement, and non-compliance could result in serious penalties. OP, this isn't new information.
