I own an AMD Ryzen 5 3600X with 32GB RAM and a GTX 3060 graphics card. After reinstalling Steam and running HLL, Fallout 4, and other games, the CPU usage jumps sharply when I close a game, causing the computer to lock up and requiring a full restart.

Check if any system parts are being overclocked, such as ram, cpu, or gpu. Also, confirm whether you're using the keyboard exclusively or a controller while playing games. You might also want to test Steam in safe mode to observe its behavior.

All parts of me come from the factory and I haven't been overclocked before for the CPU, RAM or GPU. I'll attempt safe mode to check.

Also check Reliability History/Monitor and Event Viewer.
Both tools might record errors, warnings, or info events when exiting a game.
Search for entries that reference the game or Steam.
